In September 2019, the State Administration for Market Regulation, together with 14 departments including the Central Propaganda Department, the National Development and Reform Commission, the Ministry of Science and Technology, the Ministry of Industry and Information Technology, the Ministry of Ecology and Environment, the Ministry of Housing and Urban Rural Development, the Ministry of Transport, the Ministry of Agriculture and Rural Affairs, the Ministry of Commerce, the Ministry of Culture and Tourism, the National Health Commission, the People's Bank of China, and the State owned Assets Supervision and Administration Commission of the State Council, jointly deployed the 2019 National "Quality Month" activity with the theme of "jointly creating a strong quality country in China's quality construction".

This year is 2019, and October 1st will be the 70th anniversary of the founding of the People's Republic of China. On this commemorative day, the Party Central Committee and the State Council have always attached great importance to quality work.

As an important activity to continuously improve the quality level of our country, the "Quality Month" has been carried out for many years and has achieved very good results, promoting the healthy development of the social economy. The development of the "Quality Month" activity has developed its own model, with as many as 500000 enterprises participating in the "Quality Month" every year, more than 30 million employees participating, and more than 90 million people participating. The continuous improvement of social engineering and service quality will be greatly affected by such a large number of participating enterprises and personnel.
